It's still yours — you're not starting over.
A PrID is issued once, for life — losing access is not the same as needing a new one. This isn't a second application.
How this works. Recovery reuses the same weighted, multi-dimension
scoring model as issuance (locked witness/credential architecture) — it does
not credit password/2FA (that's the factor you've lost), and an uploaded
document only counts once an administrator marks it verified. Biometric
proof-of-personhood is reserved and not collected yet, so today the real
paths are a verified government ID on file, confirmed peer attestations via
